Utilities Board of the Town of Millry
REQUESTS FOR ENGINEERING QUALIFICATIONS
The Utilities Board of the Town of Millry is accepting responses from qualified engineering firms to provide professional engineering services to provide engineering application development services and, if funded, design, surveying, and inspection services for infrastructure projects funded with state and federal funding sources for a two-year period. Proposals will be evaluated and rated according to the following rating system: Engineering Experience including Federally Funded Experience (40 Points), Professional Background and Caliber of Personnel (40 Points), Capability to Meet Schedules and Deadlines (20 Points). All proposals should be sealed and clearly marked on the outside “Proposal for Engineering Services for the Utilities Board of the Town of Millry.” Proposals should be received by the project administrator at the Alabama Tombigbee Regional Commission no later than 12 Noon on April 10, 2025.

Sealed bids will be received by the Washington County Commission at 45 Court Street, Chatom, AL 36518 or mailed to P.O. Box 335, Chatom, AL 36518 until 10:00 AM on March 24, 2025, and at that time publicly opened at the Washington County Courthouse, 45 Court Street, Chatom, AL 36518, for the upgrades to the main elevator in the Washington County Courthouse.
Job consists of:
– Provide all necessary items including but not limited to materials and labor to upgrade existing main elevator to meet all current federal and state regulations.
– Washington County is open to all recommendations to complete the project to meet current federal and state and other regulations.
– Provide written warranty on all parts and labor.
– Provide a schedule of when work will be completed.
Certificates of Workers Comp and General Liability Insurance must be provided with the bid. Also, a copy of any State of Alabama or other licenses necessary to perform the work. All contractors shall comply with E-Verify requirements.
The Entire Project Shall Be Completed In sixty (60) calendar days following a notice to proceed issued from Washington County. Washington County reserves the right to suspend work or add working days.
Pre-qualification of bidders is not required. Washington County reserves the right to reject any or all bids.
Ala. Code § 39-3-5 applies to this project. In accordance with Ala. Code § 39-3-5(a), “…. preference shall be given to resident contractors, and a nonresident bidder domiciled in a state having laws granting preference to local contractors shall be awarded Alabama public contracts only on the same basis as the nonresident bidder’s state awards contracts to Alabama contractors bidding under similar circumstances; and resident contractors in Alabama, as defined in Section 39-2-12, be they corporate, individuals, or partnerships, are to be granted preference over nonresidents in awarding of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident.”

PUBLIC HEARING
LEGAL NOTICE
TO WHOM IT MAY CONCERN
Notice is hereby given that a hearing will be held before the Department of Finance of the State of Alabama at the State Capitol, Room E-317, located at 600 Dexter Avenue, Montgomery, Alabama, at 2:00 P.M. (Montgomery, Alabama time) on April 3, 2025, to determine whether consent should be given Clarke-Washington Electric Membership Corporation (“Clarke-Washington”) to (i) execute and deliver a revolving line of credit agreement with the National Rural Utilities Cooperative Finance Corporation (“CFC”) for a revolving line of credit loan in the maximum principal amount of $5,800,000, which loan is subject to renewal annually, and to continue such approval for subsequent amendments, renewals or restatements of such loan; (ii) execute and deliver a Loan Agreement, including additional notes relating thereto, to evidence and secure a loan from CFC in the maximum principal amount of $5,000,000, and to continue such approval for subsequent amendments, renewals or restatements of such loan (“CFC Term Loan”); and (iii) execute, deliver and issue a Treasury Direct Note to the United States of America, acting by and through the Administrator of the Rural Utilities Service of the United States of America, evidencing and securing a loan in the maximum principal amount of $28,306,000, together with an associated Loan Contract and, if required, a Restated Mortgage and Security Agreement to the United States of America and other related loan documents and instruments thereto (“RUS Loan”), and to continue such approval for subsequent amendments, renewals or restatements of such loan.
The proceeds of the revolving line of credit with CFC and the CFC Term Loan will be used to fund interim expenses to construct and improve distribution and other electric system improvements and to serve or continue to serve as bridge loans and liquidity facilities for Clarke-Washington. The proceeds from the RUS Loan will be used to refund interim indebtedness and reimburse Clarke-Washington for its payment of expenditures for approved distribution and other electric system improvements and upgrades and the capital expenditures therefor.
Any person having an interest in these matters may attend the hearing and be heard on the question of whether the issuance of said agreements, notes and evidences of indebtedness for the above-referenced loans serves some public need and is in the public interest.
