Sealed bids for the construction of the 2025 Upgrades Project, a Design-Build Project for natural gas transmission infrastructure will be received by Clarke-Mobile Counties Gas District (CMC or CMC Gas), at its Jackson, Alabama office at 2003 College Avenue, Jackson, Alabama 36545 until 3:00 P.M., Wednesday, September 17, 2025, and then publicly opened and read aloud at said location.
THIS IS A DESIGN-BUILD PROJECT. Generally, the successful bidder shall, as part of the services rendered, perform all design, engineering, survey, geo-technical, drafting, easement/easement preparation/recording and other services in accordance with the final construction contract. Services provided shall meet or exceed the requirements of 49 CFR, Part 191 & 192, the contract specifications and any other applicable local, state, and federal law(s) and or regulations as well as site rules and safety requirements.
Successful bidder shall be responsible for all labor, equipment, materials, and services to design, engineer, procure materials, construct, install, support, test, commission segments of pipeline, related taps, meter /regulator stations, and facilities, and such ancillary services customarily and reasonably provided within the scope of such pipeline design and construction services. Among other tasks, CONTRACTOR shall procure all permits/easements and property for facilities. CONTRACTOR will comply with the site requirements (orientation and adherence) for the areas where construction will take place.
Principal items of work generally include new steel natural gas lines, site acquisition and pad work for M&R Stations, design, construction, installation & commissioning of 3 each plant delivery meters & regulators, filtration, telemetry, new plant fuel lines, hot tap into 4 each existing plant fuel lines; construction of a new meter & regulator station for a new receipt point from Florida Gas Transmission near Mt. Vernon, AL; a hot tap on CMC’s Delvan pipeline; and HDD drills under wet areas and railroad. Other related items include design, procurement, fabrication, testing, supporting, painting, permitter fence, telemetry, odorization injection system, filter separator, finish grade materials, and other ancillary equipment as is customary for a transmission meter/regulator & flow control station. The proposed work is for three (3) services to existing industrial interest on U.S. Hwy 43, near Calvert, AL in Mobile County, Alabama and a new receipt meter/regulator/flow control, odorization, etc. station from FGT to CMC’s Delvan pipeline.
Only prequalified bidders shall be considered. The prequalification process was advertised on August 6, 2025 and August 8, 2025.

The contract package will be available not later than 5:00 p.m. on September 5, 2025, and there will be a mandatory pre-bid conference at its Jackson, Alabama office at a date and time to be determined.
The Owner reserves the right to reject any or all bids and to waive any informalities.
Each bidder must submit with its bid security in the amount, form, and subject to the conditions provided in the contract documents. The successful bidder will be required to submit 100% performance bond and a 100% payment bond.
Each bidder must be licensed as a CONTRACTOR in the State of Alabama in accordance with provisions of Chapter 8 of Title 34 of the Code of Alabama, 1985, and must submit with the bid satisfactory evidence of such license. Pre-qualified Bidders must have met CMC’s contractor qualification requirements.

Sealed proposals for this project shall be received by Mr. Curtis Kirkland, Superintendent, Washington County Public Schools, 229 Granade Avenue, Chatom, AL 36518, until 2:00 PM Central Time, Tuesday, September 9, 2025, then opened and read aloud.
All General Contractors bidding on this project shall be required to visit the sites and examine all existing conditions prior to submitting their proposal and shall be arranged by the contractor with the schools.
All Bidders shall have general liability and workman’s compensation insurance. The project shall be bid excluding taxes. Bids must be submitted on proposal forms furnished by the Architect or copies thereof. No bid may be withdrawn after scheduled closing for receipt of bids for a period of ninety (90) days. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owners judgment, the best interests of the Owner will thereby be promoted.
A certified check or Bid Bond payable to Washington County Public Schools in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000.00 must accompany the bidder’s sealed proposal. Performance and statutory labor and material payment bonds will be required at the signing of the Contract.
All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect. All bidders shall show such evidence by clearly displaying current license number on the outside of sealed envelope in which the proposal is delivered.

The documents may be viewed on-line and printed by General Contractors, Sub?Contractors and Suppliers. Documents published through this procedure are the only documents endorsed by the Architect. The Architect is unable to monitor, confirm and maintain other websites that provide documents. Addendums will be provided to entities that have CONFIRMED bidding for this particular project. The Architect retains ownership and copyrights of the documents. If bidders require printed sets, please submit request to the Architect at mckeeplans@gmail.com. Include your first & last name, company name, address, phone number and the project name and number. Print sets are to be returned in reusable condition within ten days after bid opening.
All RFIs and RFAs regarding the bid documents shall be sent and addressed through emails found on the RFI and RFA forms in the project manual. NOTE: ONLY THE RFI AND RFA FORMS IN THE PROJECT MANUAL WILL BE ACCEPTED. The Architect will not accept inquiries via telephone or fax.

RESOLUTION APPROVING THE VACATION OF A PORTION OF JEFFERSON AVENUE AND ALLEY LOCATED IN BLOCK 25 OF THE GRANADE ADDITION TO THE TOWN OF CHATOM AS PER PLAT RECORDED IN PLAT BOOK 1878 AT PAGE 70 IN THE OFFICE OF THE JUDGE OF PROBATE OF WASHINGTON COUNTY, ALABAMA
WHEREAS, on August 18, 2025, WILLIAM ALEXANDER ODOM, was the owner of all of the property abutting the alley in Block 25 of the Granade Addition to the Town of Chatom per plat recorded in Plat Book 1878 at Page 70 in the Office of the Washington County, Alabama Judge of Probate, and also the owner of all that property abutting a portion of Jefferson Avenue in the Town of Chatom, Alabama as shown in Plat Book 1878 at Page 70 in the said probate records of Washington County, Alabama, and more particularly described as follows:

WHEREAS, the alley to be vacated in Block 25 of the Granade Addition to the Town of Chatom as per plat recorded in Plat Book 1878 at Page 70 in the Office of the Judge of Probate of Washington County, Alabama is more particularly described hereinbelow; and,
WHEREAS, an Application to Vacate specifically describing the portion of Jefferson Avenue and the alley to be vacated, duly executed by William Alexander Odom as the sole abutting property owner of the portion of Jefferson Avenue and alley to be vacated, has been duly presented to the Town Council (the “Council”) of the Town of Chatom, Alabama, a municipal corporation, for the assent and approval of the governing body, said Application is made a part hereof; and,
WHEREAS, the Application is filed in accordance with the provisions of §35-2-54 and §23-4-20, Code of Alabama, 1975, which provides that any street or alley may be vacated, in whole or in part, by the owner or owners of the land abutting the street or alley or abutting that portion of the street or alley desired to be vacated; and,
WHEREAS, all owners of land abutting the portion of said Jefferson Avenue and the alley proposed to be vacated have joined in the Application to vacate said right-of-way; and,

WHEREAS, Jefferson Avenue and the Alley have never, in fact, been opened or used by anyone as a public street or for any other public purpose; and
WHEREAS, the Application states that no property owner will be deprived of any right they may have to convenient and reasonable means of ingress and egress to and from their property as a result of the requested vacation; and
WHEREAS, the Petitioner has requested that the Town convey to him whatever right, title and interest which the Town may have acquired in and to the above-described street and alley; and
WHEREAS, a public hearing was conducted by the Council on the 18th day of August, 2025 at 5:45 p.m., at which all persons were given the opportunity to be heard in favor of or in opposition to the proposed vacation; and
WHEREAS, public notice having been properly provided as required by law; and
WHEREAS, the Council has determined that it is in the best interest of the Town to vacate the portion of Jefferson Avenue and the alley as described in the Application and hereinabove.
NOW, THEREFORE, BE IT RESOLVED by the Council that the vacation of the portion of Jefferson Avenue and the alley as described above and in the Application and as shown on the 1907 Granade Addition plat recorded in Plat Book 1878 at Page 70 in the Office of the Judge of Probate of Washington County, Alabama, is assented to and approved and the same is hereby vacated pursuant to the provisions of §23-4-20, et. seq. of the Code of Alabama 1975 and also pursuant to Alabama Code §35-2-54.
BE IT FURTHER RESOLVED, that the Town of Chatom, Alabama, a Municipal Corporation, does remise, release and quitclaim unto the Petitioner, WILLIAM ALEXANDER ODOM, whatever right, title and interest the Town of Chatom, Alabama, may have acquired in and to the above-described portion of Jefferson Avenue and alley by virtue of the dedication of said street or otherwise.
BE IT FURTHER RESOLVED, that Harold L. Crouch, or his successor if necessary, as the Mayor of the Town of Chatom, Alabama, Municipal Corporation, be and he is hereby authorized and directed on behalf of the Town of Chatom, Alabama, to execute a quitclaim deed to William Alexander Odom, for the purpose of carrying out the intent and intention of this Resolution and that Brooke Humphrey, Town Clerk, be and she is hereby authorized and directed on behalf of the Town of Chatom, Alabama, to attest the same.
BE IT FURTHER RESOLVED, that the Town Clerk shall cause a copy of this Resolution to be filed in the Probate Office of Washington, Alabama, and further cause notice of this action to be published once in a newspaper of general circulation in Washington County, Alabama, no later than fourteen (14) days after its adoption.
