Chatom Utilities (Owner) is requesting Bids for the construction of the following Project:
Chatom Utilities USDA WWTP Improvements

Bids for the construction of the Project will be received at the Chatom Utilities Office located at 44 West Front Street, Chatom, AL 36518, until Tuesday, November 25 at 1:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The Chatom Utilities USDA WWTP Improvements Project involves various improvements to the Sequencing Batch Reactors, UV Disinfection System, Tertiary Filters, Influent Screen and PLC and Interface system at the Chatom Wastewater Treatment Plant

The Project has an expected duration of 270 days.

A non-mandatory pre-bid conference for the Project will be held on Wednesday, November 12th at 10:00 AM local time at Chatom Utilities Offices at 44 West Front Street, Chatom, AL 36518.

This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58 §§70901-70953. Absent an approved water, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.

Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on November 07, 2025 and at that time publicly opened for constructing the Intersection Improvements on SR-57 (US-45) at CR-1 to include Left Turn Lane Additions on SR-57 (US-45) in Fruitdale. Length 0.395 mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed In Fifty-five (55) Working Days.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $28.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $1,126,789 To $1,377,197 .

In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.
The bidder’s proposal must be submitted on the complete original proposal furnished him or her by the Alabama Department of Transportation.
Section 34-8-8. Code of Alabama 1975 as amended states in part as follows: ‘… it will be necessary for him or her to show evidence of license before his or her bid is considered,’ Further, Section 34-8-8, Code of Alabama 1975 as amended also states in part as follows: ‘All Owners, Architects, and engineers receiving bids pursuant to this chapter shall require the person, firm, or corporation to include his or her current license number on the bid.’

Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on November 07, 2025 and at that time publicly opened for constructing the Traffic Signal Upgrades (Traffic Signal Backplate Installation) on various routes at various locations in the Southwest Region (Grove Hill Area) as indicated in the plans.

The MOWA Choctaw Housing Authority (MCHA) is soliciting sealed bids for the following project:
Project Name: RFQ-10-06-2025-001_MCHA Five Homes Project
Project Description: New Construction of Five Single-Family Homes
Location: MOWA Band of Choctaw Indians Reservation, Mt. Vernon, Alabama
This Invitation for Bid is open to selected Home Builders. The project will be awarded under an unrestricted solicitation to the lowest responsive and responsible bidder using the “X” Factor tabulation (Indian Preference applied). One Prime Contractor will be awarded the project.
The scope of work includes the new construction of six homes, including all associated utility infrastructure and septic systems. The Contractor shall provide all labor, materials, equipment, tools, and incidentals necessary for the full completion of the project.

Bid Security Requirement:
A bid guarantee from each bidder equivalent to five percent of the bid price. The “bid guarantee” must consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified.
Failure to comply with these requirements will result in the forfeiture of the Bid Security as liquidated damages, not as a penalty, to cover administrative costs and delays incurred by the MOWA Choctaw Housing Authority due to the bidder’s non-performance.
Insurance:
Contractor should have License, Home Builders License, General Liability, Workman Compensation.
Sovereignty Immunity:
For the limited purpose of enforcing obligations arising under the bid, performance, or payment bonds, the MOWA Choctaw Housing Authority waives its sovereign immunity.
Bid Opening:
Bids will be opened and read aloud publicly in the MCHA Conference Room immediately following the submission deadline.
All bids must be sealed, clearly labeled with the bidder’s name and the project title and submitted in accordance with the instructions in the bid documents. Bids must be based on a Lump Sum as specified in the project documents. Segregated bids will not be accepted.
MCHA reserves the right to reject any or all bids. Award of the contract is subject to final approval by the MOWA Choctaw Housing Authority Board of Commissioners.
