FORECLOSURE NOTICE
Default having been made in the payment of the indebtedness described in and secured by that certain Vendor’s Lien Deed executed by Richard Tew and Sharon S. Tew, which said Vendor’s Lien Deed is dated October 7, 2021 and filed for record October 8, 2021, and recorded in Deed Book 595 at Page 242 in the Office of the Judge of Probate of Washington County, Alabama, and said default continuing, notice is hereby given that the undersigned as holder of said deed, by virtue of the power of sale contained therein, will sell at public outcry, for cash to the highest bidder, between the legal hours of sale at 12:00 noon on the 28th day of August, 2026, at the front door of the Washington County Courthouse in Chatom, Alabama, the following described real property in Washington County, Alabama, being the same property described in said deed, to-wit:
Beginning at a point 453.8 feet South and 597.9 feet East of the Northwest corner of the Southeast Quarter, of the Southeast Quarter of Section 51, Township 7 North, Range 1 West, on the East margin of the Leroy and St. Stephens Highway, thence along the East margin of said highway South 34 degrees 45 minutes, East 94 feet; thence North 55 degrees 15 minutes East 238 feet; thence North 38 degrees 45 minutes West 94.2 feet; thence South 55 degrees 15 minutes West 231.5 feet to the place of beginning. Containing ½ acre more or less and being a part of the SE Quarter of the SE Quarter of the Section 51, Township 7 North, Range 1 West, Washington County, Alabama.
Commencing at a found 5/8” rebar on the Northeast margin of Washington County Highway #34 and the Southwest or most Southern corner of a ½ acre lot as described in Deed Book 219 on page 58 in the Office of the Judge of Probate of Washington County, Alabama and now owned by Richard E. Tew and Sharon S. Tew; thence along the east margin of said Highway #34 North 34 degrees 45 minutes 00 seconds West a distance of 94.00 feet to the Northwest corner of the TEW lot and the point of beginning of the parcel of land hereby conveyed; thence continue along said highway margin North 34 degrees 45 minutes 00 seconds West a distance of 38 feet to a point; thence run North 55 degrees 15 minutes 51 seconds East 205.0 feet, more or less, to a point on the Eastern boundary line of the Grantors’ property; thence South 44 degrees 37 minutes 59 seconds East 38 feet, more or less, to a point on the Grantees’ property line; thence run South 55 degrees 15 minutes 51 seconds West 205 feet back to the point of beginning and containing 0.18 of an acre, more or less. Said parcel of land being a part of the SE ¼ of the SE ¼ of Section 51, Township 7 North, Range 1 West in Washington County, Alabama. (For deed reference see Deed Book 456, at page 140, et seq. in the Office of the Judge of Probate of Washington County, Alabama.)
Said sale is made for the purpose of paying the note debt and costs of foreclosure, including a reasonable attorney’s fee.

These notices shall satisfy two separate but related procedural requirements for activities to be undertake by the Washington County Commission.
REQUEST FOR RELEASE OF FUNDS
On or about 9/8/2026 the Washington County Commission will submit a request to the Alabama Department of Economic and Community Affairs (ADECA) for the release of CDBG funds under Title I of the Housing and Community Development Act of 1974, as amended (PL 93-383), to undertake a project known as Washington County Bridge Replacement for the purpose of replacing the existing obsolete bridge structure. There is no expected adverse affects to the flood plain or wetlands. The replacement bridge will remain within the existing footprint. The proposed project(s) is located Luke Rivers Road crossing of Bilbo Creek in Coordinates: 31° 16? 12.61? N, 88° 05? 04.27? W (NAD 83), Washington County.
FINDING OF NO SIGNIFICANT IMPACT
The Washington County Commission has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Washington County Commission, 45 Court Street, Chatom, AL 36518 and may be examined or copied weekdays 8:00 AM to 4:30 PM.
PUBLIC COMMENTS
Any individual, group or agency may submit written comments on the ERR to the Washington County Commission, 45 Court Street, Chatom, AL 36518. All comments received by 9/7/2026 will be considered by the Washington County Commission prior to authorizing submission of a Request for Release of Funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Washington County Commission certifies to ADECA that J. Allen Bailey Jr. in their capacity as Chairman consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. ADECA’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Washington County Commission to use Program Funds.
OBJECTIONS TO RELEASE OF FUNDS
ADECA will accept objections to its release of funds and the Washington County Commission certification for a period of 15-days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or the Washington County Commission; (b) the Washington County Commission has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CRF part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR part 58 before approval of a Release of Funds by ADECA; or (d) another Federal agency acting pursuant to 40 CFR part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFRR part 58, Sec. 58.76) and shall be addressed to the State at: Alabama Department of Economic and Community Affairs, Community and Economic Development Division, PO Box 5690, Montgomery, AL 36103. Potential objectors should contact ADECA to verify the actual last day of the objection period.
