Sealed Bids for the construction of the Millry Park Improvements will be received by The Town of Millry on or before 1:30 P.M. CST, July 11, 2024, at the office of the Millry Town Hall, 105 2nd Street, Millry, Alabama 36558, and publicly opened immediately thereafter.
The Project consists of the following major components: The design, fabrication, and construction of an open-air pavilion approximately 40’x60’, steel structured, covered, to be constructed at the Roy Chapman Park in Millry, Alabama. Project also includes the design and construction of appropriate footings and foundation, and construction of a reinforced concrete slab for the pavilion.
A pre-bid conference will not be held for this project. The cutoff for questions will be June 28, 2024, at 5:00 PM CST.

Each Bid must be submitted on the prescribed form and accompanied by security submitted on the prescribed Bid Bond form in an amount not less than five (5%) percent of the amount bid but not more than $10,000.00.
All Contractors are required to provide certification of compliance with the E-Verify program per Alabama Act 2012-491. The project will be funded with American Rescue Act Plan (ARPA) grant funding.

CATEGORICAL EXCLUSION FROM ENVIRONMENTAL REVIEW

The Alabama Department of Environmental Management has made $1,124,000 in financial assistance available to The Town of Chatom using funds from the Clean Water State Revolving Fund (CWSRF) loan program. In accordance with State and Federal regulations that govern the program, the Alabama Department of Environmental Management has conducted a review to assess the potential impacts upon the environment that may result from implementation of this project.
The Town of Chatom proposes improvements to the sanitary sewer system. The proposed project includes rehabilitation of existing terracotta sewer mains located primarily along St. Stephens and a Reed Avenues. These sewer mains consistency have high inflow/infiltration (I/). The project consists of sewer lining and sewer replacement along with replacement of approximately 60 customer service laterals. Completion of the proposed project will provide for a much improved sanitary sewer system and allow for implementation of a Water Conservation Plan.
The Alabama Department of Environmental Management has determined that the project qualifies for a Categorical Exclusion (CE) from further environmental study under the guidelines specified by the State Environmental Review Process (SERP) which specifically include actions which are solely directed toward minor rehabilitation of existing facilities, functional replacement of equipment, or towards the construction of new ancillary facilities adjacent or appurtenant to existing facilities. However, this decision may be reconsidered if significant adverse information concerning the potential environmental impacts of the project is discovered.
Comments relative to this project should be submitted in writing to Mrs. Amy Graham,
SRF Section, Permits & Services Division, Alabama Department of Environmental Management, P.O. Box 301463, Montgomery, Alabama 36130-1463, no later than 30 days after the date of this notice. The Alabama Department of Environmental Management will not take formal action to proceed with the project without carefully evaluating any public comments opposing the project.
Notice is hereby given this 26th day of June, 2024, by authorization of the Alabama Department of Environmental Management.
