ADVERTISEMENT FOR BIDS
Sealed bids for the construction of WATER SYSTEM IMPROVEMENTS; CONTRACT NO. 2 – WATER METER REPLACEMENT – DWSRF FS010382-01 will be received by the St Stephens Water System at the Water System Office until Thursday, November 7, 2024, at 2:00 p.m., and then at said location publicly opened and read aloud.
Contract No. 1 – Principal items of work include the following: repainting the interior and exterior of the existing 445,000 gallon water storage tank; making necessary repairs and/or replacing the ladder gate, water level indicator, roof vent, overflow flat & screen; tank lettering/logo; electrical system retrofits; and other related work.
Contract No. 2 – Principal items of work include the following: 350 – 5/8”X3/4” residential water meters, curb stops, and double check valves; 3 – 1” water meters, curb stops, and double check valves; 1 – 2” water meter, curb stop, and double check valve; radio meter reading system & billing software upgrade; and other related appurtenances.

No paper bid documents will be distributed later than 48 hours prior to the scheduled opening of bids.
The Owner reserves the right to reject any or all bids and to waive any informalities.
Each bidder must submit with his bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. The successful bidder will be required to submit a 100% performance bond and a 50% payment bond.
Each bidder must be licensed as a Contractor in the State of Alabama in accordance with provisions of Chapter 8 of Title 34 of the Code of Alabama, 1985, and must submit with his bid satisfactory evidence of such license. Bidders will not be required to prequalify.

STATE OF ALABAMA
PROCLAMATION
BY THE GOVERNOR
WHEREAS the Alabama Legislature at its 2024 Regular Session enacted Act No. 2024-301 (HB302), proposing an amendment to the Constitution of Alabama of 2022;
WHEREAS, in conformity with Section 284 of the Constitution of Alabama of 2022, as amended, the Legislature has ordered an election by the qualified electors of the state upon such proposed amendment; and
WHEREAS notice of this election, together with the proposed amendment, is required by law to be given by proclamation of the Governor, which shall be published once a week for at least four successive weeks immediately preceding the day appointed for the election;
NOW, THEREFORE, I, Kay Ivey, as Governor of the State of Alabama, do hereby give notice, direct, and proclaim that on Tuesday, November 5, 2024, an election will be held in the State of Alabama in the manner and form provided by law upon the following proposed amendment to the Constitution of 2022 of the State of Alabama:
AMENDMENT PROPOSED BY
ACT NO. 2024-301
(a) All sixteenth section and indemnity school land that is owned in fee simple by the Franklin County School System, is located in Fayette County and Walker County, and is for the exclusive use of schools in the Franklin County School System is vested in the Franklin County Board of Education. The board may manage, sell, lease, and control the land and any timber, minerals, or other natural resource of the land.
(b) Any proceeds generated from the sale of timber, minerals, or other natural resource of the land, or from the lease or sale of the land or its natural resources, shall be paid to the Franklin County Board of Education and deposited into the Franklin County Board of Education General Fund.
(c) It is the intent of the Legislature that this amendment supersede any other provision of this constitution that may be construed as conflicting with this amendment as it relates to the land and the rights, power, and control thereof and to the sale, lease, or other disposition of the land and timber, minerals, or other natural resource of the land, and any proceeds and interest earned therefrom.
(d) Upon ratification of this amendment, all proceeds realized from the sale, lease, or other disposition of the land or the sale of timber, minerals, or other natural resource of the land occurring before ratification of this amendment, and held in trust by the State of Alabama, shall continue to be held in trust, and any proceeds and interest derived from those transactions shall be paid to the Franklin County Board of Education.
FURTHER, I proclaim and direct that this proclamation shall be published once a week for the four successive weeks immediately preceding Tuesday, November 5, 2024, in every county as required by law.
