Federal Aid Project No. NH-HSIP-0013(641)
WASHINGTON COUNTY, ALABAMA
Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on January 31, 2025 and at that time publicly opened for constructing the Micro- Milling, Resurfacing, Steel Blockout Replacement, and Traffic Stripe on SR-13 (US-43) from the Mobile County Line to Bilbo Creek Bridge southeast of McIntosh. Length 5.683 mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed By December 31, 2025. A 2.00% DBE Contract Obligation Is Required.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $7.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $1,898,612 To $2,320,526 .
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.
Plans and Specifications are on file in Room E-108 of the Alabama Department of Transportation at Montgomery, Alabama 36110.
In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.
The bidder’s proposal must be submitted on the complete original proposal furnished him or her by the Alabama Department of Transportation.

U.S.C. 2000D TO 2000D-4 and Title 49 code of Federal Regulations, Department of Transportation, Subtitle A, Office of The Secretary, Part 21, nondiscrimination in federally-assisted programs of the Department of Transportation issued pursuant to such act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex, or national origin in consideration for an award.

Advertisement for Bids
Separate sealed bids for the construction of: Millry Wastewater Lagoon Improvements, SRF Project CS010964-01, will be received by the Utilities Board of the Town of Millry at the office of 105 Second Avenue, Millry, AL 36558 (City Hall) until 11:00 AM (local time) on Tuesday, February 11, 2025, and then at said office publicly opened and read aloud. The contract documents may be examined at the following locations: Insite Engineering, LLC, in the online plan library at www.insiteengineering.org.
Work on the Project includes dredging the primary lagoon, constructing drying beds, and installing flow structures.

INVITATION FOR BIDS
The Washington County Housing Authority, Chatom, Alabama will receive bids for the Modernization of Public Housing Site AL117-1, VIII, HUD Modernization Project No. AL09-P117-501-23, until 2:00 p.m., (Central Time) on Thursday, January 30, 2025, at the central office of the Authority, 84 Plemmons Circle, Chatom, Alabama, at which time and place all bids will be publicly opened and read aloud.
The project consists of furnishing all plant, labor, materials, equipment and all services and performing and coordinating all operations for the Modernization of Public Housing Site AL117-1, VIII HUD Modernization Number AL09-P117-501-23. The Work of the base bid shall include, but is not necessarily limited to bathroom retrofit including replacement of bathtubs, faucets, valves, lavatories, tub surrounds, painting, floor tile, and work incidental thereunto. Attention and reference are directed to the General Notes of the drawings.
Contract documents, including drawings and technical specifications, are on file at the office of The Washington County Housing Authority, 84 Plemmons Circle, Chatom, Alabama and The Architectural Office of William J. Peek, 908 S. Hull St., Suite 210, Montgomery, Alabama 36104.
Copies of contract documents may be obtained by depositing $200.00 with The Architectural Office of William J. Peek for each set of documents so obtained. Each such deposit will be refunded if the drawings and specifications are returned in good condition within ten days after bid opening.
Plans and specifications will be issued only to qualified contractors licensed by the State Licensing Board of General Contractors of Alabama as required by Title 34, Chapter 8, Code of Alabama, 1975 as amended. Only bids of such contractors who are duly licensed will be considered. Current license number must be displayed on the sealed envelope in which the bid is delivered or the bid WILL NOT be accepted.
Bidders are requested to inspect the property and the buildings themselves, as well as operations and conditions that may be affected.
A certified check or bank draft, payable to the order of The Washington County Housing Authority or a satisfactory bid bond executed by the bidder and an acceptable surety company in an amount equal to five percent (5%) of the total bid shall be submitted with each bid. Acceptable Surety Companies are listed in the current issue of the U.S. Department of the Treasury, Circular 570.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.
Contractors are reminded that in accordance with State Law, Alabama General Contractor’s licensing number shall be displayed on the sealed envelope in which the bid is delivered or the bid will not be accepted.
Each bid must include the Representations, Certifications, and Other Statements of Bidders, 1992 Edition, Non-Collusive Affidavit and the Previous Participation Certificate signed by the bidder and on the correct HUD forms.
The Washington County Housing Authority reserves the right to reject any or all bids or to waive any informality in the bidding.
Bids may be held by the Housing Authority of the City of Aliceville for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing them and investigating the qualifications of the bidders, prior to awarding the contract.

Close-Out Meeting for the Local Recovery Plan Development Process for the Community Development Block Grant – Disaster Recovery Program (CDBG-DR) Grant Program for Clarke, Dallas, Escambia, Marengo, Perry, Washington, and Wilcox Counties

The Association of County Commissions of Alabama (ACCA), in coordination with the Local Recovery Planning Program Consortium (Consortium), has prepared and submitted to the Alabama Department of Economic and Community Affairs (ADECA) for review a Local Recovery Plan (LRP) to respond to unmet needs from Hurricanes Sally and Zeta, which struck in 2020, for Consortium members Clarke, Dallas, Escambia, Marengo, Perry, Washington, and Wilcox counties. The LRP identifies disaster unmet needs, hazard mitigation needs, and potential project types for these 7 counties to be funded by Community Development Block Grant – Disaster Recovery (CDBG-DR) grant funds.
The public is invited to attend the Close-Out Meeting for the Planning Portion of this CDBG-DR grant program. The meeting will include a review of the activities completed pursuant to the planning process to identify unmet needs from the impacts of Hurricanes Sally and Zeta, as well as an update on the status of the LRP.

PUBLIC HEARING
Public Hearing Notice
The Washington County Commission (Washington County Rural Public Transportation) is applying to the Alabama Department of Transportation for an Operational, Administration, Capital, and Planning assistance award under 49 U.S.C. Section 5311 of the Federal Transit Laws. This grant funding will provide financial assistance for public transportation service for the residents of Washington County.
The service is provided for general public and currently operates Monday-Friday, 8 a.m. to 4:30 p.m. All residents, including mobility device users, must schedule 24 hours in advance. Fares range from $1.00 to $100.00 per one-way trip. No service or fare changes are planned for FY2026.
Copies of detailed budgets, and service description may be obtained via website, email request, and/or the Washington County Rural Public Transportation office.
This grant funding will provide federal financial assistance for Operational, Administration, Capital, and Planning Expenses. Capital funding will be used to purchase three (3) transit vehicles with mobility device securements.
A public hearing will be held on Monday, January 27 at 9:30 a.m. in the meeting room at the Washington County Courthouse, 45 Court Street, for public comment. If there are questions or comments or if information is needed in another language or alternative format, contact:
