ADVERTISEMENT FOR PREQUALIFICATION AND BIDS
PREQUALIFICATION PROPOSALS will be received via email, or other electronic transmission, on behalf of the Owner by Goodwyn Mills Cawood, LLC., at 2400 5th Avenue South, Ste. 200, Birmingham, AL 35233, for the below referenced project, until 2:00 PM Local Time, April 28, 2026. The prequalification procedure is intended to identify responsible and competent bidders relative to the requirements of the Project. Prequalification proposal requirements may be obtained from the Architect, by request either by phone (205.879.4462) or e-mail kayla.thomas@gmcnetwork.com, to Kayla Tomas. Additional qualifications and requirements for General Contractor Bidders and separate Subcontractors are indicated in the Bid and Contract Documents.
SEALED PROPOSALS will be received only from previously pre-qualified General Contractors by Alabama Community College Systems located at the Adult Educational Building, 1903 US-31, Bay Minette, Al 36507 until 2:00 PM Local Time, May 26, 2026, for this project:

at which time and place they will be publicly opened and read.
A cashiers check or bid bond payable to Alabama Community College Systems in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and statutory Labor and Material Payment Bonds, and insurance in compliance with requirements, will be required at the signing of the Contract.
Drawings and Specifications may be examined at the Office of the Architect; Dodge Data & Analytics; Data Fax; and ConstructConnect.
Bid documents (Plans, Specifications, and Addenda) will be sent to prequalified General Contractors only from the Architect electronically with no deposit. Subcontractors should contact a General Contractor or plan room for documents.
Only General Contractors who have completed the prequalification process within the stated time limits, and which are properly licensed in accordance with criteria established by the State Licensing Board for General Contractors under the Provision of Title 34, Chapter 8, Code of Alabama, 1975, as amended, will be considered for prequalification for the Work of this project.
A MANDATORY PRE-BID CONFERENCE will be held at the same location as bids are to be opened, at 2:00 PM local time May 12, 2026, for the purpose of reviewing the project and answering Bidder’s questions. Attendance at the Pre-Bid Conference IS REQUIRED for all General Contractor Bidders intending to submit a Proposal, and is highly recommended for Subcontractors. Bids from General Contractors not attending the Pre-Bid Conference will be rejected.
Per the Owner and the Alabama Department of Revenue (ADOR), Act 2013-205, the project will be bid EXCLUDING TAXES and will require the Contractor to complete ACCS Form 5-A Accounting of Sales Tax Attachment to ACCS Form 5-E Proposal Form which will be submitted with the Contractors Proposal at the time of the Bid. If awarded the bid, both tax exempt entity and contractor shall apply for certificates of exemption. ADOR shall issue certificates of exemption from sales and use tax for each tax exempt project. Certificates shall only be issued to contractors licensed by the State Licensing Board for General Contractors or any subcontractor working under the same contract. Items eligible for exemption are building materials, construction materials and supplies and other tangibles that become part of the structure. ADOR will handle the administration of the certificates and the accounting of exempt purchases.
The Owner reserves the right to reject any or all proposals, to waive technical errors and/or abandon the prequalification and bid process if, in their judgment, the best interests of the Owner will thereby be promoted.

Final Notice and Public Explanation of a Proposed Activity in a 100 Year Floodplain & Wetland
To: All interested Agencies, Groups and Individuals
This is to give notice that the Washington County Commission has conducted an evaluation as required by Executive Order(s) 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under ADECA’s CDBG Program DR-21-009. The proposed project(s) is located Luke Rivers Road crossing of Bilbo Creek in Coordinates: 31° 16? 12.61? N, 88° 05? 04.27? W (NAD 83), Washington County. Washington County proposes to replace the existing obsolete bridge structure. There is no expected adverse affects to the flood plain or wetlands. The replacement bridge will remain within the existing footprint.
Washington County Commission has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: Direct and Indirect Impacts; Proposed Mitigation. The proposed project is not anticipated to result in any known significant direct or indirect adverse impacts to the applicable resource areas. Direct impacts associated with project implementation are expected to be minimal and limited to the immediate project footprint. Indirect impacts, including those that may occur later in time or farther removed in distance from the project site, are likewise not expected to be significant. At this time, no probable adverse impacts have been identified that would require project-specific mitigation measures. The applicant will ensure that all project activities are carried out in compliance with applicable federal, state, and local environmental requirements. Should any previously unidentified impacts be discovered during project advancement, appropriate coordination will occur and any necessary mitigation measures will be undertaken in accordance with agency guidance and permitting requirements.
Washington County Commission has reevaluated the alternatives to building in the 100 Year Floodplain & Wetland and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of 8 Step Process are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities in a 100 Year Floodplain & Wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about 100 Year Floodplain & Wetland can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in 100 Year Floodplain & Wetland, it must inform those who may be put at greater or continued risk.
Written comments must be received by the Washington County Commission at the following address on or before 4/17/2026: Washington County Commission, 45 Court Street, Chatom, AL 36518 and 251-847-2208, Attention: J. These notices shall satisfy two separate but related procedural requirements for activities to be undertake by the Washington County Commission.
REQUEST FOR RELEASE OF FUNDS
On or about 4/10/2026 the Washington County will submit a request to the Alabama Department of Economic and Community Affairs (ADECA) for the release of CDBG funds under Title I of the Housing and Community Development Act of 1974, as amended (PL 93-383), to undertake a project known as Washington County Bridge Replacement for the purpose of replacing the existing obsolete bridge structure. There is no expected adverse affects to the flood plain or wetlands. The replacement bridge will remain within the existing footprint. The proposed project(s) is located Luke Rivers Road crossing of Bilbo Creek in Coordinates: 31° 16? 12.61? N, 88° 05? 04.27? W (NAD 83), Washington County.
FINDING OF NO SIGNIFICANT IMPACT
The Washington County Commission has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Washington County Commission, 45 Court Street, Chatom, AL 36518 and may be examined or copied weekdays 8:00 AM to 4:30 PM.
PUBLIC COMMENTS
Any individual, group or agency may submit written comments on the ERR to the Washington County Commission. All comments received by 4/27/2026 will be considered by the Washington County Commission prior to authorizing submission of a Request for Release of Funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Washington County Commission certifies to ADECA that J. Allen Bailey, Jr. in their capacity as Chairman consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. ADECA’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Washington County Commission to use Program Funds.
OBJECTIONS TO RELEASE OF FUNDS
ADECA will accept objections to its release of funds and the Washington County Commission certification for a period of 15-days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or the Washington County Commission; (b) the Washington County Commission has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CRF part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR part 58 before approval of a Release of Funds by ADECA; or (d) another Federal agency acting pursuant to 40 CFR part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFRR part 58, Sec. 58.76) and shall be addressed to the State at: Alabama Department of Economic and Community Affairs, Community and Economic Development Division, PO Box 5690, Montgomery, AL 36103. Potential objectors should contact ADECA to verify the actual last day of the objection period.
