Sealed bids for a design-build construction project for M&R Stations, Pipeline Lateral, River HDD, associated pipeline work, will be received by CMC Gas (CMC), at its Jackson, Alabama office at 2003 College Ave Jackson, Alabama 36545 until 10:00 A.M., Tuesday, June 16, 2026, and then publicly opened and read aloud at said location.
THIS IS A DESIGN-BUILD PROJECT. Generally, the successful bidder shall, as part of the services rendered, perform all design, engineering, drafting, route selection, permitting, survey, geo-technical, environmental, concurrences, instrumentation, electrical, start-up/commissioning, pickling, easement/easement preparation /recording and other services in accordance with the final construction contract. Services provided shall meet or exceed the requirements of 49 CFR, Part 191 & 192, the contract specifications, 2023 NEC (NFPA 70) (or later) and any other applicable local, state and federal law(s) and or regulations as well as site rules and safety requirements.
Successful bidder shall be responsible for all labor, equipment, materials and services to design, engineer, prepare IFC drawings and as-built drawings, procure materials, construct, install, fence, site prep & finish, security, support, test, coat, commission/start-up segments of pipeline, related connections, meter /regulator stations, and facilities, and such ancillary services customarily and reasonably provided within the scope of such pipeline design-build services. Contractor will comply with the site requirements (orientation, permitting, etc. and adherence) for the areas where construction will take place.
Principal items of work generally include new steel high-pressure natural gas lines, site acquisition and pad work for M&R Stations, design, construction, installation & commissioning of 1 ea. plant delivery meters & regulators station, 1 ea. distribution meter and regulator station, hot tap on 12-inch 720 pipeline, filtration, telemetry, new pipeline lateral, including a HDD under the Tombigbee River. Perform an odorant pickle of the pipeline segment. A meter & regulator station for a new receipt point off NextEra’s Lowman pipeline system.
Other related items include design, procurement, fabrication, testing, supporting, coating, permitter fence, telemetry, security, odorization injection system, filter separator, gas heater, finish grade materials and other ancillary equipment as is customary for a transmission meter/regulator & flow control station.

The Owner reserves the right to reject any or all bids and to waive any informalities.
Each bidder must submit with its bid, security in the amount, form, and subject to the conditions provided in the contract documents. The successful bidder will be required to submit 100% performance bond and a 100% payment bond.
Each bidder must be licensed as a Contractor in the State of Alabama in accordance with provisions of Chapter 8 of Title 34 of the Code of Alabama, 1985, and must submit with the bid satisfactory evidence of such license. Bidders must meet CMC’s contractor qualification requirements and provide satisfactory evidence of successful completion of projects containing the same or more complex scopes of work.

PUBLIC HEARING
Public Hearing Notice
The Washington County Commission (Washington County Rural Public Transportation) is applying to the Alabama Department of Transportation for an Operational, Administration, Capital, and Planning assistance award under 49 U.S.C. Section 5311 of the Federal Transit Laws. This grant funding will provide financial assistance for public transportation service for the residents of Washington County.
The service is provided for general public and currently operates Monday-Friday, 8 a.m. to 4:30 p.m. All residents, including mobility device users, must schedule 24 hours in advance. Fares range from $9.00 to $35.00 per one-way trip. No service or fare changes are planned for FY2026.
Copies of detailed budgets, and service description may be obtained via website, email request, and/or the Washington County Rural Public Transportation office.
This grant funding will provide federal financial assistance for Operational, Administration, Capital, and Planning Expenses. Capital funding will be used to purchase three (3) transit vehicles with mobility device securements.
A public hearing will be held on Monday, June 8 at 9:30 a.m. in the meeting room at the Washington County Courthouse, 45 Court Street, for public comment. If there are questions or comments or if information is needed in another language or alternative format, contact:

In accordance with the Quality Housing and Work Responsibility Act of 1998 the Washington County Housing Authority will hold a hearing on Wednesday, June 24th, 2026 at 3:00 p.m. in the afternoon at the main office located at Plemmons Circle. The purpose of this hearing is to solicit public comment on the Public Housing Agency Plan and the Capital Fund Program. This hearing is open to the citizens of Chatom. In addition, effective with the publication of this notice, the Public Housing Agency Plan will be available for public review prior to the Public Hearing at the Housing Authority main office.
