The MOWA Choctaw Housing Authority (MCHA) is soliciting sealed bids for the following project:
Project Name: RFQ-05-20-2025-001_MCHA Six Homes Project
Project Description: New Construction of Six Single-Family Homes
Location: MOWA Band of Choctaw Indians Reservation, Mt. Vernon, Alabama
This Invitation for Bid is open to selected Home Builders. The project will be awarded under an unrestricted solicitation to the lowest responsive and responsible bidder using the “X” Factor tabulation (Indian Preference applied). One Prime Contractor will be awarded the project.
The scope of work includes the new construction of six homes, including all associated utility infrastructure and septic systems. The Contractor shall provide all labor, materials, equipment, tools, and incidentals necessary for the full completion of the project.

Bid Security Requirement:
A bid guarantee from each bidder equivalent to five percent of the bid price. The “bid guarantee” must consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified.
Failure to comply with these requirements will result in the forfeiture of the Bid Security as liquidated damages, not as a penalty, to cover administrative costs and delays incurred by the MOWA Choctaw Housing Authority due to the bidder’s non-performance.
Bid Opening:
Bids will be opened and read aloud publicly in the MCHA Conference Room immediately following the submission deadline.
All bids must be sealed, clearly labeled with the bidder’s name and the project title and submitted in accordance with the instructions in the bid documents. Bids must be based on a Lump Sum as specified in the project documents. Segregated bids will not be accepted.
MCHA reserves the right to reject any or all bids. Award of the contract is subject to final approval by the MOWA Choctaw Housing Authority Board of Commissioners.

GENERAL CONSIDERATIONS
1. Bids must be submitted in two separate sealed envelopes designated Leroy High School and Millry High School intercom replacement
2. Bids will not be considered if delivery is not guaranteed.
3. Performance periods for intercom replacement bids are 90 days from receipt of notice to proceed.
4. The Alabama Bid Law (Section 41-16-50) requires that all bidders must furnish a bid bond on any contract exceeding $10,000.00. Therefore, a bid bond for $500.00 or acceptable substitute must accompany this bid.
5. The board reserves the right to reject any or all bids.

WASHINGTON COUNTY, ALABAMA
Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on May 30, 2025 and at that time publicly opened for constructing the Planing, Resurfacing, and Traffic Stripe on SR-13 (US-43) from the junction of Donna Road to a point near the Lewis Creek Bridge (MP 43.000). Length 4.234mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed By May 31, 2026.
A 1.00% DBE Contract Obligation Is Required.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $7.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110.
Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its
implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket
have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From
$2,308,117 To $2,821,032.
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.
Plans and Specifications are on file in Room E-108 of the Alabama Department of Transportation at Montgomery, Alabama 36110.
In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.
The bidder’s proposal must be submitted on the complete original proposal furnished him or her by the Alabama Department of Transportation.
The Alabama Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000D TO 2000D-4 and Title 49 code of Federal Regulations, Department of Transportation, Subtitle A, Office of The Secretary, Part 21, nondiscrimination in federally-assisted programs of the Department of Transportation issued pursuant to such act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this

Town of McIntosh — Drainage Infrastructure Improvement Project
The Town of McIntosh will hold a public hearing to discuss its proposed application for funding to support a critical infrastructure project aimed at improving the town’s drainage system.
Date: June 03, 2025
Time: 6:00 p.m.
Location: McIntosh Town Hall, 206 Commerce Street, McIntosh, AL 36553
The purpose of this hearing is to inform citizens about the Town’s intent to apply for grant funding through the Local Recovery and Resilience Competition Program for the Drainage Infrastructure Improvement Project. The project seeks to address flooding issues caused by heavy rainfall and storm events, improve public safety, and enhance the long-term resilience of McIntosh’s infrastructure.
Citizens who reside in McIntosh’s town limits are encouraged to attend and provide input on local needs and priorities. Public comments will be considered as part of the grant application process. Written statements may also be submitted to Kristen Echols, Project Manager, at 206 Commerce Street, McIntosh, AL 36553 or kristenecholsmcintosh@gmail.com prior to the hearing.
